There is a solution to the permanent crisis of under-investment and under-maintenance in road infrastructure, a mode of governance which is not without effects on users, the economy and well-being. This approach to the production of road services likely to improve their use and facilitate their maintenance and development is in the field of "eco-taxation" which, according to the standards that should govern decisions favoring sustainable development . It is about the eco-pricing of the use of roads (… of the eco-governance of road services) according to an approach based on the truth of the costs generated by mobility.

Eco-pricing establishes for each type of road section used in a transport movement the full costs of use, the applicable tariffs and taxes already levied and the incentive reductions granted by the control authority and aimed at guiding user behavior and to be corrected for market failures.
